SMART is not a robot controller. Strategic Management of Airspace, Routes and Trajectories is a prediction layer the FAA has put into limited use around Reagan National, Dulles and Baltimore/Washington. It is an $875 million, 12-year contract with Air Space Intelligence that also builds Flow Management Data and Services, the data backbone at the Command Center in Warrenton, Virginia. Officials say the system reads airline schedules, weather, airport capacity, staffing and about 200 other streams, spots conflicts before pushback, and recommends routes and times. A person still accepts or ignores the advice. The agency is explicit, SMART does not fly the aeroplane and does not replace the controller. The national ambition is 2028. Washington is the first crowded bowl.
A TRACON which means Terminal Radar Approach Control is the facility that sequences arrivals and departures once traffic leaves the high-altitude centers and before it talks to the tower. Philadelphia TRACON is one of those rooms. It feeds Newark, Teterboro, Philadelphia, and it leans on New York when the corridor fills. Controllers there do not need an algorithm to know the Northeast is one machine. They need radios and radar that still work.
On 21 September they did not. An aging communications circuit at the Philadelphia facility failed. The switch to a backup fibre the FAA had laid for modernisation found a break, officials described about 600 feet between New Brunswick and Newark, already cut. NJ Transit said a crew working about ten feet from the markings severed a Verizon line. Verizon blamed the contractors. Amtrak appeared in some briefings, then pointed at an NJ Transit job. Ground stops hit Newark, Teterboro, Philadelphia, LaGuardia and Kennedy. Boston took the spillover. Thousands of delays, hundreds of cancellations, crews out of position, UN-week traffic sitting on the tarmac. Duffy later said the line was repaired. The first estimate had been thirteen hours.
SMART is the promise that constrained airspace can be scheduled before it clogs. A TRACON is where that schedule becomes a radar blip and a spoken clearance. If the fibre that carries the picture shares a trench with a rail project, the recommendation engine is decorating a dark scope. Authority questions that belong to SMART, who signs the delay, whether the screen shows why flight A lost to flight B, whether airlines will game the model, only matter while the circuit is alive. The shovel does not care which flight the algorithm preferred.
Asia will buy the software argument first. Delhi and Mumbai already ration slots. Singapore prices the peak. Jakarta and Manila live with ground stops. Tokyo protects a clock. Predictive flow is cheaper than a new runway if the advice is contestable. None of that helps if the backup path is the same easement, the same contractor, the same building. Redundancy that shares a shovel is a single point of failure with better stationery. The FAA can teach Washington to take a recommendation. It still has to keep the wire in the ground.
