Civil aviation has lived with conflict-zone risk for decades. What is newer is the speed at which data can move between partners and the difficulty of observing that movement from the outside. A missile battery is a physical object. An intelligence feed is not. Regulators and airlines must therefore treat airspace assessments as perishable. Yesterday’s safe track may not be tomorrow’s. The practical response is conservative routing, closer monitoring of military activity and clearer communication with crews about the limits of what public NOTAMs can guarantee.
The reported Russia-Iran intelligence relationship, if sustained, adds one more layer to an already complex risk picture. It does not automatically close every route. It does mean that the ceiling under which civilian aircraft fly is increasingly set by information networks as much as by the weapons those networks serve. Airlines cannot control those networks.
